The opportunity

Hock Soon Heng’s LPG operation has multiple customer types, different billing terms, stall-level rates, coffeeshop commissions and delivery workflows. The proposed system is designed to reduce manual billing mistakes and give each team only the screens they need.

Cleaner billing control

Meter and cylinder billing can be calculated from recorded readings, delivery records, customer rates and payment terms.

Mobile-first field work

Delivery and meter-reading users can work from phone screens with simplified actions and mobile printer-friendly documents.

Management visibility

Management can review shops, stalls, contracts, invoices, SOA, stock and commission summaries in one place.

Business workflow

The app will follow the actual operating sequence, starting from business setup and contract approval before daily operations begin.

Set up coffeeshops

Create coffeeshop locations, commission rates and grouped stall structure.

Create contract

Prepare customer contract details including rate, billing term, stall, meter, deposit and start date.

Approve and onboard

Approved contracts become active customers or stalls for billing and operations.

V1 Functional Scope

The V1 launch focuses on the core workflows needed to run Hock Soon Heng’s LPG billing operation with simple screens for non-technical users.

Manage coffeeshops, grouped stalls, stall owners, food type, rates, meters and commission percentage.

Contract Management

Create contract, generate contract document, approve or reject, and onboard approved customers.

Record new readings by QR/customer lookup, calculate usage by m3 and generate meter bills.

Cylinder Billing

Create delivery records, cylinder charges, delivery ticket and invoice or receipt when required.

Stock Replenishment

Track cylinder replenishment and basic stock movements for operational control.

Invoice, Receipt & SOA

Issue customer documents and view statement of account with payment status.

Mobile Printer Support

Print-friendly layouts for desktop and compact delivery documents suitable for mobile printing workflows.

The delivery is phased to get daily operations usable first, then strengthen billing, controls and reporting.

Commercial Model

The recommended approach uses the BREP method: Base Build, Recurring Support, Enhancements and Professional Services. A 19% development fee is applied to the base build to cover solution design, project coordination, testing and implementation risk.

Exclusions: Hardware purchase, mobile printers, printer consumables, payment gateway fees, SMS or WhatsApp charges, accounting software licences, third party vendor charges, on-site cabling, server subscription costs outside the agreed support package and specialist integration work are excluded unless specifically included in the final scope.

Commercial Terms & Conditions

Proposal validity

This proposal remains valid for 30 calendar days from issue date unless revised or withdrawn by FlowLab.

Payment terms

Project payment milestones to be confirmed before commencement. Monthly support is payable in advance.

Change requests

Requirements outside the agreed V1 Functional Scope will be separately discussed, scoped and quoted.

Data accuracy

Customer rates, opening readings, payment terms and historical balances must be provided or verified by Hock Soon Heng.

Support scope

Support covers the agreed software scope only and does not include daily operational manpower or customer collection work.

Governing law

This proposal and any resulting agreement shall be governed by the laws of Singapore.

This section can be used as a simple digital acknowledgement before preparing the final signed agreement.
